Abstract
Local control authorities have statutory functions under the Biosecurity Act 2015. These functions have been developed in a measurable framework called the Standard for Weed Management Capacity in New South Wales. The Standard provides the basis for formal auditing of local control authorities (LCAs) under the Biosecurity Act.
The audits of LCAs have commenced. This paper will provide insights to the audit process and observations and recommendations from completed audits to assist LCAs with compliance with the Standard.
Appropriate protections will be applied to protect the confidentiality of LCAs that have been audited.

Biography
Philip Blackmore is the Biosecurity Auditor with NSW DPI based in Armidale. He was educated at Hawkesbury Agricultural College and Charles Sturt University.
He was an inspector with the Department of Agriculture and transferred to Armidale to oversee the orderly demise of the New England apple industry.
He has been involved with policy and legislation for public weed management for 30 years. He initiated the NSW legal training for weeds inspectors’ program and has been closely involved with supporting weeds inspectors’ implementation of the Noxious Weeds Act and now the Biosecurity Act. Philip has overseen the NSW Parthenium weed program as convenor of the NSW Parthenium Taskforce. Philip has also had considerable input to other state and national weed management programs.
Philip assessed applications to cultivate low-THC hemp under the Hemp Industry Act for 8 years and now leads the DPIRD local control authority biosecurity audit program under the Biosecurity Act and the Standard for Weed Management Capacity in NSW.
