Synopsis

This panel explores the importance of creating a consistent and developmentally supportive environment for children, emphasizing that successful care must extend beyond individual staff or activities to the entire organizational culture. The CARE model provides a framework built on six evidence-informed principles that promote healing and development through stronger relationships, developmentally appropriate practices, family involvement, and enriched environments. Representatives from CARE-implementing agencies across several countries will share insights and lessons from their experiences, followed by an open Q&A and discussion.

Biography

Martha J. Holden, Director of the Residential Child Care Project at Cornell University, is the author of the book, CARE: Creating Conditions for Change, a program model for residential child caring organizations and the lead developer of the Therapeutic Crisis Intervention System (TCI). Ms. Holden provides technical assistance to agencies to implement CARE in residential child caring agencies, juvenile justice programs, schools, and child welfare organizations throughout the United States, Canada, the United Kingdom, Ireland, Australia, Spain, and Taiwan. Previously Ms. Holden served as an administrator overseeing the day-to-day operations of a residential treatment agency for adolescents. Ms. Holden has been studying how to improve the quality of care for children in out of home placements through training, technical assistance, writing, influencing organizational culture, and changing systems throughout her career.

Biography

Eli Yihsun Lee is Quality Assurance Coordinatior at Holy Word Children and Youth Foundation in Taiwan, which provides residential and educational programs for children living in alternative care. He also provides external trainging, supervision, and counsulation with serveral residential agencies to achieve better service outcomes. Eli has previously worked as direct careworker for CARE orgnizations in Canada, Ranch Ehrlo Soceity and Oak Hill Ranch. He is the translator of the traditional Chinese version of CARE 3rd edition.

Biography

Yu Hsu is a PhD student at National Chi Nan University, Taiwan, and CEO of Liang-Shean Tang Social Welfare Foundation, overseeing child and youth services, including Chen Chou Child & Youth Center and Boys’ Home. She also chairs the Taiwan Residential Child Care Association (TRCCA), representing 38 member organizations, advocating for child welfare and residential care services across Taiwan.

Stacey Charchuk

Biography

Stacey Charchuk, BA(Criminology), certified CYCW and currently completing Masters studies in Child and Youth Care through the University of Strathclyde, Scotland. Stacey has been working with youth for over 30 years, primarily in campus-based therapeutic care. Her current role is as Executive Assistant Director at Oak Hill Ranch near Edmonton, Alberta, Canada. Stacey has been a TCI trainer within her organization since 2007, as well as a CARE educator since 2010. She joined the RCCP team as a Field Instructor in 2016 and enjoys training and supporting organizations in TCI across Canada.

Professor Jorge del Valle

Biography

Jorge Fernández del Valle is Full Professor of Psychosocial Intervention at the University of Oviedo (Spain) and he is the Director of the Child and Family Research Group (Grupo de Investigación en Familia e Infancia-GIFI). His research focuses on programme evaluation in residential and foster care and needs assessments of particular groups, such as unaccompanied migrant young people or children in residential care suffering from mental health problems. As a result of this research activity, he has designed and implemented a Recording and Assessment System for Residential Child Care (SERAR) that is implemented in nine Autonomous Communities in Spain. He has also coordinated the publication of the National Standards of Quality for Child Residential Care, ordered by the Spanish Ministry of Health and Social Services in 2013. Prof. del Valle is author/co-author/editor of 15 books and nearly 100 peer review papers and book chapters in the field of child welfare.

Biography

Emily Thomson is the Chief Operating Officer at the Waterford Country School, a non-profit human services agency located in Southeastern Connecticut. She started her professional career at the agency in 2001 as a Clinician, working with abused and neglected youth before transitioning to the Program Director of the Residential Treatment Program. She is currently a professional level trainer for Cornell’s TCI program and a CARE: Creating Conditions for Change Educator. She holds a master’s degree from Connecticut College in Psychology.

Ashley Barker is the Program Director of The Quality Parenting Center at Waterford Country School. Ashley earned her Master of Social Work degree from Rhode Island College and is a Licensed Clinical Social Worker (LCSW). She has extensive experience working with children and families in a variety of settings, including her role as a Social Worker in Therapeutic Foster Care/Intensive Family Preservation and a Clinician in the Therapeutic Boarding Program at Waterford Country School. She is also experienced in private practice.

Biography

Courtney Patterson is a Practice Consultant and TCI Instructor with the Residential Child Care Project (RCCP) at Cornell University. Through a strong and ongoing partnership between the RCCP and Life Without Barriers (LWB), Courtney’s current role as Manager, Program Advancement and Implementation, provides support to several agencies across Australia with the implementation and sustainability of the CARE model. Courtney began her career in residential care in 2009, before gaining further experience through supporting children and families in early intervention, foster care, and as a child and family clinician and counsellor. Courtney has a particular passion for supporting neurodivergent children and families ongoing wellbeing and continues to deepen her professional practice through postgraduate studies in mental health and Autism studies.

Brett Wilcock is a proud identified First Nations descendant of the Arabana People of Kati Thanda-Lake Eyre, South Australia with over 25 years of experience in child protection, primarily in Residential Care. He holds a degree in Psychological Science and has a strong interest in brain development and childhood trauma. Brett is a TCI and Three Pillars trainer, a CARE Educator since 2012, and was appointed a CARE Consultant in 2024.

Biography

Angela Stanton-Greenwood, MA, MEd, Qualified Social Worker, and Counsellor has worked with individuals with complex needs for over forty years as a practitioner in Social Care and Education and later as a Director of Quality Assurance and Workforce Development. She is now Director of her own company coordinating the work of TCI, CARE, Positive Behavior Support as a Coach and other programmes in the UK and Ireland.
