Context counts in evidence use eco-systems of Parliaments: Reflections from Uganda and South Africa
Biography
Assistant Director, Research Services and previous Head of the Monitoring and Evaluation Division in the Parliament of Uganda. She holds 16 years of working experience in research, monitoring and evaluation and evidence-based systems.
Currently supporting the development of responsible evaluation guidelines for the Independent Evaluation Group of the World Bank. She led the development of the African Evaluation Principles, 2021. She is a member of the Independent Evaluation Panel of the Global Fund, a former Board Member of the International Development Evaluation Association, and the Vice President-Uganda Evaluation Association. Josephine is a PhD candidate in Programme Evaluation-University of Cape Town.
