Evidence for Scale: Contributions of Meta-Analytic, Quality Improvement, and National Monitoring and Scaling Data in Early Childhood Development. Early Childhood Development (ECD) program and policy implementation faces challenges of quality at national scale for multiple reasons – multisectoral and governance challenges, the novelty of the field, workforce and capacity issues, and finance constraints. This presentation focuses on four kinds of evidence that may inform the challenge of national and subnational implementation of quality programming in ECD. Evidence from three research-policy partnerships will be presented: 1) meta-analytic studies of early childhood education in the United States; 2) continuous quality improvement and national quality and child development monitoring initiatives in Latin America; and 3) a new partnership between Sesame Workshop, the International Rescue Committee, and New York University’s Global TIES for Children Center to provide and evaluate large-scale ECD programming for Syrian refugees in the Middle Eastern humanitarian response.

Biography

Hirokazu Yoshikawa is an author, University Professor at New York University (NYU), the Courtney Sale Ross Professor of Globalization and Education at NYU Steinhardt, and Co-Director of the NYU Global TIES for Children center. ​ A community and developmental psychologist, Hirokazu studies the effects of public policies and programs related to immigration, early childhood, and poverty reduction on children’s development. He has also conducted research on culture, sexuality and youth, and young adult development in the contexts of HIV/AIDS risk and prevention. He is currently conducting research on gender and sexuality alliances. Hirokazu directs the research and evaluation for the partnership of the Sesame Workshop, the International Rescue Committee, and NYU Global TIES. Hirokazu serves on the Board of Trustees of the Russell Sage Foundation, and on the Advisory Boards for the Open Society Foundations Early Childhood Program and the UNESCO Global Education Monitoring Report. In 2014 he was elected to the U.S. National Academy of Education; in 2018 he was elected to the American Academy of Political and Social Science as the James S. Coleman Fellow.
