Biography

Emmanuel (Manny) Jimenez is the Executive Director of the International Initiative for Impact Evaluation (3ie), a non-profit organisation which provides grants for the rigorous assessment of the effectiveness of development projects and programs and supports the use of such evidence in decision-making. ​ Emmanuel came to 3ie early in 2015 after many years at the World Bank Group where he provided technical expertise and strategic leadership in a number of research and operational positions including as director of the bank’s operational program in human development in its Asia regions from 2000-2012 and as director of public sector evaluations from 2012- 2014. ​ Before joining the bank, Dr Jimenez was on the economics faculty at the University of Western Ontario in London, Canada. He received his Ph.D. from Brown University. He is the editor-in-chief of the Journal of Development Effectiveness.

Biography

She is a Ugandan politician and the current Chief Government Whip in the Ugandan Cabinet. She has been a representative of the Kiboga Distrct since 1986 and has served as the State Minister of Fisheries from 2011 to 2015. She has also served in capacity of State Minister for Micro Finance. From 2001 to 2009, she was the Minister of State for Defense. Hon Minister Ruth, is both an artist and politician.

Biography

Dr. Julius Muia is the Principal Secretary, State Department for Planning - The National Treasury and Planning. Prior to this, he was the Director General, Vision 2030 Delivery Secretariat which operates under the Office of the President, Republic of Kenya to facilitate the implementation of Vision 2030. This is Kenya’s long-term policy framework that is premised on making Kenya a globally competitive, rapidly industrializing and upper middle income economy by 2030. Between April 2008 and October 2016, Dr. Muia served as the Secretary, National Economic and Social Council, Office of the President. This is a top advisory government think tank whose flagship project was formulating Vision 2030. Dr. Muia has over 25 years’ experience in leadership in the private sector in Kenya and UK. He started his career as an auditor with PricewaterhouseCoopers in mid-1980’s, and later worked as Head of Finance and Company Secretary in the hotel, manufacturing and banking sector. His other engagements include an adjunct faculty at Strathmore Business School; adviser on strategy and trainer on leadership. Dr. Julius Muia serves as a non-executive board member in several companies and a number of not-for profit organizations.

Biography

Abdoulaye Gounou is an evaluation professional. He has been Director General of evaluation at the Prime Minister’s office, Benin and actually he is the Head Bureau of Public Policy Evaluation and Government Action Analysis at the Presidency, Republic of Benin. At this position he was involved in conducting process and impact evaluation of public policies, capacity development events and collaborative projects development and implementation, such as Twende Mbele, a Programme with south Africa and Uganda and WACIE, a Programme with 3ie within the WAEMU height countries in West Africa.

Biography

Hon. Dr. Anthony Akoto Osei, a distinguished statesman, a Member of Parliament for Old Tafo Constituency in the Ashanti Region of Ghana, and the Cabinet Minister for Monitoring and Evaluation. He was the former Ranking Member for the Committee on Finance, and a member of the Committee on Defence and Interior from 2009 – 2016. In the erstwhile Kufour Administration, he was made first, (from 2001-2003) a Special Advisor to the Minister of Finance and Economic Planning and later appointed as the Deputy Minister of the same Ministry in 2003, and further elevated to Minister of State at the Ministry of Finance and Economic Planning, a position he held until the Kufuor administration left office in January 2009.
